lees banques centrales créent la monnaie centrale en échange d'obligations des Etats ... une obligation, c'est un bout de papier avec un montant écrit dessus, et la banque donne 1c montant en billets et garde le bout de papier. 

les banques commerciales qui créent la monnaie scripturale ont un compte a la banque centrale où elles y mettent du cash. 

la banque centrale créent la monnaie puisqu'elle peut hypertrophier la base monetaire en mettant plus de billets en circulation..... et comme la monnaie scripturale se cree sur la réserve de cash, plus il y a de cash, plus on cree de monnaie. et si la banque centrale rachète les dettes des banques , elle fait de la creation monetaire ...

Donc, la banque centrale est la clé de voute de la création monetaire ... et si elle entache la crédibilité de sa monnaie, on tombe sur une chose pire qu'un effondrement économique, une crise monétaire
